Second tut: Ayu
Yay, finally made a second tutorial (:
This one is for anime icons. It will probably also work on normal pics, but I only use it for anime xD
Made with PS 7, includes selective colouring and colour balance.
1. Crop your base: 
2. New selective colouring:
Reds: - 100, 32, 100, 18
Yellows: -87, 14, -35, -28
Neutrals: 26, 22, 14, -15
Something I always do is try tutorials and save the selective colourings (SC). Now I have a huge amount of SC’s which I can use on my icons. This way you can look which SC looks best on your icon.
3. New solid colour. Take a dark grey (like 969a96), set it to colour burn and set to 45 (or what looks best).
4. New colour balance: (again, try out some things, not every icon is the same. Besides, you can’t save colour balance, so you have to anyway xD)
For now I take:
Shadows: 11, -9, -9
Midtones: -5, -7, 12
Highlights: -18, -8, -2
5. New selective colour:
Reds: -100, -6, -1, -7
Yellows: -100, -17, 18, -21
Neutrals: 17, 8, 18, -9
6. New selective colour:
Reds: 20, -15, -25, 10
Yellows: 0, -100, -100, 0
Cyans: 100, 0, -50, 0
Whites: 0, 0, -100, 0
Neutrals: 20, -15, -25, 10
Your icon is now done, yay! :D Result: 
And remember: these are just guidelines (: Please play with the SC and colour balance ^^
